DOGE and the Remaking of the Federal Workforce: Reforming USAID and Cutting Waste
President Trump’s Executive Order empowers DOGE to reshape the federal workforce while cracking down on wasteful USAID spending.

The Department of Government Efficiency (DOGE), established by President Donald J. Trump through an Executive Order, is spearheading a comprehensive effort to remake the federal workforce while targeting wasteful government spending, particularly within the United States Agency for International Development (USAID). DOGE’s role is not only to modernize federal technology and streamline agencies but also to rein in unchecked bureaucratic spending that has long plagued and frustrated U.S. taxpayers.

Shrinking the Federal Workforce

The Executive Order empowers DOGE to coordinate with agency heads to drastically reduce the size of the federal government. Under the new directive:

  • Federal hiring will be significantly limited—agencies may only replace one employee for every four who leave, with exemptions for national security, law enforcement, and public safety.
  • Agencies must justify their existence—departments and offices that do not perform legally required functions will be eliminated or consolidated.
  • Strict workforce oversight—The Office of Personnel Management will enforce new conduct and performance standards for federal employees.

This initiative reflects Trump’s vision of reducing government bloat, ensuring that federal agencies operate efficiently, transparently, and with accountability to the taxpayers.

DOGE’s Role in Fixing USAID’s Waste and Abuse

USAID has long been a notorious source of government waste, with little accountability over how funds are allocated according to the White House. Under DOGE’s oversight, the agency is facing heightened scrutiny over billions in taxpayer dollars funneled into controversial and unnecessary projects. Some of the most egregious examples of USAID’s waste include:

  • $1.5 million to promote DEI (Diversity, Equity, and Inclusion) initiatives in Serbian workplaces.
  • $70,000 for the production of a “DEI musical” in Ireland.
  • $47,000 for a “transgender opera” in Colombia and $32,000 for a “transgender comic book” in Peru.
  • $2 million for sex changes and LGBT activism in Guatemala.
  • $6 million to fund tourism in Egypt.
  • Millions to EcoHealth Alliance, which was involved in research at the Wuhan lab.
  • Hundreds of millions spent on irrigation, farming, and fertilizer to support Taliban-run heroin production in Afghanistan.

DOGE is working alongside Trump’s workforce reform efforts to ensure USAID’s budget is restructured, with a focus on accountability and national interest. Moving forward, federal agencies will be required to justify their expenditures and demonstrate that funds directly serve American interests.

A New Standard for Federal Efficiency

With the U.S. DOGE Service now at the center of workforce and budget reforms, the administration is taking a hardline stance against bureaucratic overreach. USAID, like other agencies, will be expected to align with the administration’s priorities, eliminate waste, and prove its value.

As DOGE continues to optimize government operations and cut wasteful spending, it remains clear that President Trump’s second term will leave a lasting impact on how the federal workforce operates—one focused on efficiency, accountability, and putting America first. DOGE mandate
